When human beings first discovered a need to communicate over a modest distance, yelling was invented.
Although effective, yelling does have some drawbacks.

To address the first problem, the overhead paging system (a.k.a., public announcement (PA) system) was invented. While PA systems have replaced the need for yelling in many situations, they are not necessarily always ideal.
-
Audio quality tends to be poor, so it can be challenging to discern what is being announced.
-
Overhead paging does not address the second two issues related to annoyance and privacy.
Fortunately, the next evolution in public communication addresses all three issues, and many more.
